often breaking promises.. Should i believe at this time

Every weekend, my fiancee would tell me he will come to visit me,, and 2 days before the weekend he would call and cancel saying that he has 'so much work to do'. He did this many many times and we only see each other once every 3 weeks. I talked to him about it before and told him that it bothers me when he breaks his promise every time, he said he wudnt do it again, yet its still happening. Should i believe on him at this time. On Every dating he promises this all
you should do what your heart tells you to. if you want this relationship to work , you should come out in the open and explain your problem to him and tell him in firm words you wont tolerate this indifference as you have been so understanding this long. if the guy really loves you he will pay heed to you i am sure Dated
