My husband filed for divorce two months ago and is already seeing someone. Is this right?

I have spotted my husband twice with the same individual that he swears is just a friend. I ran into my husband because he moved two blocks away from where I live. These encounters are accidental. We split up in February and the divorce was filled in March.
